Work Plan of the Authorization and Promotion on the Carbon Footprint Labeling Scheme

(1)Staying up to date with the latest trend of global development in carbon footprint. Achievements include researching and collecting material from three international conferences with topics in relation to various types of carbon and environmental footprints, and organizing an exchange visit to units and associations in the related fields in Europe. Moreover, there have been active participation in conferences such as Mid-term Conference on the Environmental Footprint Pilot Phase and Asia Carbon Footprint Network Conference. On the basis of these achieved efforts, an assessment is undertaken to explore the practicability of applying environmental impact labelling in Taiwan. (2)Coached businesses to apply for carbon labeling. Formulated documentations regarding 2 ‘people’s livelihood’ and ‘promoting significance in public’ product category rules and 11 carbon footprint calculation regulations. Organized 3 seminars for carbon footprint calculation and carbon labeling applications, assisting firms to continue with their carbon labeling and carbon reduction labeling applications. (3)Complete the carbon labelling review work. As part of efforts by the Environmental Protection Administration (or EPA) in pushing forward for product footprint labelling, nine training sessions are convened for the carbon footprint review team, ten sessions for the technical team, one group meeting for the promotion team, and two review meeting was organized. Lastly, dedication has been also made to share the work of organizing a carbon footprint review technique and experience sharing conference. (4)Improvement of the footprint labelling system. What has been achieved include setting up the Carbon Footprint Monitoring & Review Standard of Procedures, putting forth suggestions to correct the labelling application documents and participating in the Carbon Footprint Certification Program so as to ensure the progress of the certification system. In addition, proposal to improve the professionalism of the footprint counselling units has been laid down and submitted for EPA’s review. Lastly, constantly inspecting and monitoring carbon footprint labels on products available in the market has been undertaken, followed by further assistance and consultation to those who fail to meet the standards. (5)Enhance effectiveness of the carbon footprint labelling project. Achievements include maintaining the Taiwan Product Carbon Footprint Website with the installation of a user-friendly carbon labelling application feature. Furthermore, a product footprint seminar has been convened with its results published on print and electronic media. Lastly, five sessions of exhibition stations to promote the project have been arranged.
